Effective November 10, 2025, the Civil Division will implement the Civil Home Court model - a service delivery system designed to promote consistency, efficiency, and improved access to justice. Over the years, the Court’s civil caseload has grown significantly, and the volume requires an expansion and redesign.

All civil cases (except for prerogative writs of mandate, complex civil, unlawful detainer, probate, and civil harassment restraining orders) will be assigned to a single Civil Home Court Department. This department will hear all civil case management and law and motion proceedings, which are typically heard in the law and motion departments. This expansion will improve how civil cases are managed from start to finish, providing quicker access to hearing dates and ensuring a more streamlined experience for all parties involved.

The current Case Management Program and Law and Motion Departments will merge, forming the Civil Home Court Departments:

Proceedings Heard in the Civil Home Court Departments

Case Management Program

As required by the Trial Court Delay Reduction Act, Government Code § 68600 et seq. - external link and the Case Management Rules - external link adopted by the Judicial Council, California Rules of Court, rule 2.2 - external link, Sacramento Superior Court adopted the Case Management Program (CMP) under Chapter 2 - Part Four of the Local Rules.

The Case Management Program applies to all civil actions except for limited civil, probate, guardianship, conservatorship, family law (including proceedings under the Family Law Act, Uniform Parentage Act, and Uniform Child Custody Jurisdiction Act; freedom from parental custody and control proceedings; and adoption proceedings), juvenile court proceedings, small claims proceedings, unlawful detainer proceedings, cases included in petitions for coordination, petitions for writ of mandate or prohibition, temporary restraining order, harassment restraining order, domestic violence restraining order, writ of possession, appointment of a receiver, release of property from lien, change of name and such "other civil petitions" as defined by the Judicial Branch Statistical Information Data Collection Standards.

The Civil Home Court departments hear all cases assigned to the Case Management Program for pre-trial monitoring, including case management conferences, compliance hearings, motions regarding judicial arbitration, redesignation of a case, requests for an extension of time to answer a complaint, relief from CMP rules, or any motion pertaining to the certificate for short cause matters.

Civil Law and Motion

The Civil Home Court departments hear civil law and motion proceedings on matters other than small claims and unlawful detainer cases previously heard in the law and motion departments, including hearings on petitions for change of name, and applications for appointment of guardian ad litem.

The Civil Home Courts do NOT hear trial-related motions, i.e., motions in limine, motions for consolidation, severance, bifurcation, intervention, pretrial conference, coordination, change of venue, or to advance or continue trial.
